Despite their relegation to permanent second-class status, there is no shortage of women in positions of responsibility — or, rather, irresponsibility — in the Boy Scouts and Cub Scouts. And some are no better than their male counterparts…

Lori A. Bosworth was a 38-year-old Cub Scout leader and assistant Boy Scoutmaster who, in 2000, pleaded guilty to multiple counts of statutory rape, and was sentenced to four years in prison. Her victim: a 12-year-old boy, friend to one of her sons.

She was also the wife of Scoutmaster William Bosworth, who was accused of knowing about his wife’s sexual relationship with the boy. Mr. Bosworth was charged with contributing to the delinquency of a minor and conspiracy to commit statutory rape, but was acquitted.

Cynthia KinseyCynthia Kinsey of Springdale, Arkansas, was a 28-year-old Cub Scout den leader — until March, 2010, when she was arrested for having cybersex in front of six children she was babysitting. The kids ranged in age from one to 13 years old.

This was an ongoing habit of Kinsey’s; according to KFSM.com, the kids told the cops “Kinsey would call them into her room while she was pleasing herself in front of a webcam,” and that they would watch naked men on the ‘Net doing the same thing. The kids also said Kinsey would ask them to do the typing for her — presumably because her hands were busy.

The two eldest kids dobbed her in, and, when confronted by police, Kinsey reportedly ‘fessed right up.

Woman Worked as a Secretary at BSA
for More Than 23 Years

DALLAS — Barbara Nestel, of Justin, Texas, was sentenced yesterday by U.S. District Judge David C. Godbey to serve 24 months in federal prison for defrauding the Boy Scouts of America (BSA) of more than $350,000, announced U.S. Attorney James T. Jacks of the Northern District of Texas. In addition, Judge Godbey ordered that Nestel pay $350,266 in restitution to the BSA. She is to surrender to the Bureau of Prisons no later than March 29, 2010, to begin serving her sentence.

Nestel pleaded guilty in October 2009 to one count of wire fraud. According to documents filed with that plea, Nestel was a longtime BSA employee who worked as a secretary from April 1985 to May 2008. Part of her duties included reconciling financial accounts and processing payments for the National Catholic Committee on Scouting (NCCS) for merchandise and expenses.

In her employment capacity, Nestel used an electronic point-of-sale terminal to process debit and credit card transactions for customer purchases and refunds. Although she was not entitled to any refunds, Nestel would process or “swipe” her personal debit card through the electronic point-of-sale terminal which submitted the refund request. This process caused a wire transfer of funds from a BSA bank account in Dallas to Nestel’s personal bank accounts.

Nestel admitted that she processed at least 500 fraudulent refunds which caused at least 500 unlawful interstate wire transfers to be made from the BSA bank account to her personal bank accounts.

The case was investigated by the U.S. Secret Service and prosecuted by Assistant U.S. Attorney Charles W. Brown.

Jane Alison PopejoyIt looks like den mother and treasurer of Indiana Cub Scout Pack 3165 Jane Alison Popejoy cooked the books after stealing some $3,000 from her Cub Scout troop ($500 of which was earned through the kids’ annual popcorn sale), and spent the money on gasoline, cigarettes and assorted merchandise from Wal-Mart. In 2009, Popejoy turned herself in and “admitted to the crime, but said she ‘accidentally switched [the Cub Scouts account] with her personal account.’”

Wendy G. ThornburyLike Jane Popejoy — and just a few months prior — Wendy G. Thornbury was accused of embezzling a hefty sum from from Cub Scout Pack 759 of Summerville, South Carolina — a total of more than $14,000, all of it the Scouts had earned from selling popcorn to fund summer camp scholarships.

Per the Summerville Journal Scene, one unnamed pack leader suggested Thornbury “might have used the money to enter her daughter in beauty pageants and for trips to Florida for her to take part in Walt Disney kids’ tryouts.”
